Illinois Web Portal - Rate Data Collection and the Rate Filing Actuarial Memorandum and Justification Review Standards

4/1/2013 - The Life, Accident, and Health Universal Transmittal Application (ETRANS) as required by 50 IAC 916 will no longer be required effective April 1, 2013; therefore, when a rate or rate increase is filed in the portal for you to be able to select the forms needed we have enhanced the Policy Forms section.

You now will select the forms depending on the date that the original filing was approved. If it was before 4/1/2013 then you will search the DOI database, if it was after 4/1/2013 then you will search the SERFF database. We have updated the Health Rate Review manual to assist you with the changes. There is a link on this page to the Web Portal 2.1 - User Guide .

1/25/2013 - New Rate Filing Fields Added: Due to additional requirements we will be collecting in the Experience Assumption section whether a Block of Business is “Closed” or “Open”, and “Grandfathered” or “Non-Grandfathered”. New filings will default to “Open” and “Non-Grandfathered”. In the Experience Year section we will be collecting the dollar amount for “Administrative Expense”.

5/17/2012 - "Search Forms" enhancement. You can now select an option to do an exact match on a form name.

5/3/2012 - "Out of State Associations" enhancement. If your company needs to submit a rate increase filing for master policy forms that were originally filed in a different state you can provide the original certificate filing SERFF tracking number and retrieve the forms from SERFF. **See "Web Portal 2.0 - User Guide" below for more details.

4/19/2012 - "Assumed Business" enhancement. If your company needs to submit a rate increase filing for business you have assumed, you can now check an "assumed business" option on the Policy Forms page and identify the individual forms which were assumed.

3/7/2012 - We are pleased to announce the release of version 2.0 of the Health Rate Review Web Portal. We have implemented a number of enhancements based on our observations and user feedback. Improved page navigation allows the user to move between pages and sections easier. Experience year data will now auto-fill the applicable interrogatory sections, and company forms will be selected from a search instead of keying them in. Clicking the link "Web Portal 2.0 Changes" will open a brief tutorial to assist you with these enhancements.

Web Portal 2.1 - User Guide

Under Section 2794 of the Public Health Service Act, Added by Section 1003 of the Federal Patient Protection and Affordable Care Act (PPACA), Pub. L. 111-148, the Secretary of the Department of Health and Human Services (HHS) in conjunction with the States are to establish a premium reporting and review process.

Illinois is providing health insurance issuers a Web Portal through which rate filings and actuarial memorandum may be electronically reported. This reporting process does not replace existing requirements for the submission of these materials through SERFF. The Department issued Company Bulletin 2010-8 which provided specific guidance on the required submission and approval of the actuarial memorandum and justification review standards for new and renewal health rates:

The bulletin specified the Department would establish on or before February 1, 2011, a website where electronic reporting of these rates would be available. The initial Company Bulletin may be reviewed to provide guidance on the filing of the rates on SERFF and/or a CD ROM.
