IDOI Public Pension Division

Starting on Tuesday 11/27/2018, the website will begin scheduling bi-weekly maintenance updates to the software, every other Tuesday, from 11:00 AM to 12:00 PM. The website will be unavailable during that timeframe.
The Division is excited to announce the automation of the notarized certification form (aka signature sheet). The automatic process allows pension funds to submit the validated package by inputting the contact information of the authorized signatory and accepting the package. The authorized signatory may be a Board Member or an individual specifically granted the authority to sign for the fund.

Due to needed upgrades in PASS effective June 1, 2018, the Datasheets tab will no longer be supported and available. Users will have two modes of entering data in the system: 1) by utilizing the Export Data and the Import Data tools and 2) by directly entering information in Schedule P. Interrogatories

The Public Pension Division would like to clarify concerns raised by some users regarding the updated PASS Interrogatories. The goal of the Interrogatories is to facilitate the Division’s review process of the mandated Annual Statement submitted by the pension funds and retirement systems. Although most users will find the questions self-explanatory, please consider the following when answering:

1) Answer all questions in a straightforward manner. If the question allows a text-based response, elaborate on the response. If the question does not allow a text-based response and you are not satisfied with choosing either a ‘yes’ or a ‘no’ response or if the fund wants to provide an answer to clear a validation check error, you may provide a simple explanation by uploading a separate document via the Document Submissions tool. Choose ‘Other’ from the category dropdown menu.

2) Article 3 and Article 4 funds are required to submit the following as part of the Interrogatories: a) Board minutes for the fiscal year, b) certification of completed training (which may be a statement from a Board trustee certifying that all trustees have met their requirement), and c) a copy of the annual independent audit.

3) The retirement systems are required to submit the following as part of the Interrogatories: a) a copy of board minutes for the fiscal year, b) a certification of completed training (which may be a statement from a board trustee certifying that all trustees have met their requirement), c) a copy of the annual independent audit, d) a list of lawsuits pending against the board, e) a summary of regulatory/legislative pension acts enacted during the fiscal year (in the same format as required for the biennial report), f) a completed Retirement System Annual Statement Breakout by Tier Form found on the website under the ‘Forms’ link, g) a list of investment advisers, a list of investment companies approved during the filing year, and h) a list of custodians approved during the filing year.

4) If a pension fund or a retirement system is missing any of the documentation, the fund should upload a document explaining the reason why the document is missing or unavailable. Once the document becomes available, the fund should submit it electronically to: doi.pension@illinois.gov.

6) Additional changes in PASS are forthcoming as the Division continues to update the application.
