In the past, the Department, as a courtesy and accommodation, answered questions about specific company rate filings (amounts of rate increases and decreases, effective dates, etc.). In addition, staff accommodated requests for copies of specific rate and rule manuals that had been filed.
Over the years, the numbers of questions and the number of requests for copies have increased dramatically. In addition, the increased frequency of requests for copies has necessitated that the Department send manuals outside the office for copying, frequently making the manuals unavailable for public viewing inside the office.
Due to budgeting and staffing constraints, the Department will no longer be able to offer these complimentary services.
To assist you in obtaining information about property and casualty rate filing information, the Department has instituted the following procedures:

The Department will post Summary Form RF-3 information to our web site each month.
All property and casualty insurance companies must file a Summary Form RF-3 for any rate level change -- increase or decrease. Exceptions are: reinsurance, ocean marine, aircraft, title insurance, accident & health, and inland marine risks which by general custom are not written according to manual rates or rating plans.
The company's filed Summary Form RF-3 will show the overall change in the company's premium or rate level that will result from the application of the newly filed rates (exact or estimated), and the effective date(s) of the filing.
Forms are posted on our web site alphabetically by company, according to the line of business affected by the rate increase/decrease, and the month/year the form was received and processed by the Department. During the first week of each month, the forms received in the prior month will be posted.

To view or copy specific property and casualty insurance rate manuals filed with the Department:
While most property and casualty insurance companies must file the Summary Form RF-3 for rate changes, most rate and rule manuals are not required to be filed with the Department.
The only lines of business for which insurers must file the entire rate/rule manual are listed below.
To view a specific company's rate and rule manual in the Department's Springfield office, please call the contact person listed below to make an appointment during our regular business hours -- 8:00a.m. - 4:30p.m.
To obtain copies of a specific company's rate and rule manual, you may bring your own portable copy machine or scanner to the viewing appointment. The Department will no longer be able to send such manuals outside the office to be copied.
