About the Illinois Department of Insurance
Director Jennifer Hammer
Governor Bruce Rauner appointed Jennifer Hammer as Acting Director of the Illinois Department of Insurance (DOI) effective January 17, 2017. Jennifer brings more than a decade of experience in healthcare law and policy to the DOI. Prior to her appointment, Jennifer served as the Deputy Chief of Staff for Policy in the Office of the Governor where she directed all policy-making decisions for the Governor’s Office and state agencies in connection with proposed policy, legislation, rules and regulations. Previously, she served as Special Counsel to the Governor and Policy Adviser for Healthcare and Human Services. In this role, she coordinated all healthcare-related agencies, including the DOI. Jennifer oversaw migration of Get Covered Illinois, Illinois’ Health Marketplace as an independent commission into the DOI. Prior to joining state government, Jennifer was Associate Vice President/Legal Counsel for Government Affairs for the Illinois Chamber of Commerce and a lawyer in private practice with a focus on insurance defense, healthcare, business and advising clients on legislation including the Affordable Care Act. Jennifer has a Bachelor’s Degree in Justice Studies from Arizona State University and a J.D. from Southern Illinois University School of Law. She resides in Springfield.

The Department carries out this mission through effective administration and enforcement of the Illinois Insurance Code (215 ILCS 5/1 et seq.), the Illinois Pension Code (40 ILCS 5/1-101 et seq.), and related laws and regulations, including Title 50 of the Illinois Administrative Code. The Director is also responsible for the operations of the Office of the Special Deputy Receiver, which handles the affairs of insurance companies placed in rehabilitation, conservation or liquidation.Former Directors of Insurance
