The Affordable Care Act established eligibility criteria for IPXP as follows:
- Reside in the State of Illinois;
- Be a U.S. citizen, national, or legal resident;
- Be able to pay the premium and out-of-pocket costs;
- Be uninsured for six months and;
- Have a pre-existing condition.
